Level:

The level that will be set for the condition if the condition evaluates to TRUE. See the Feature Properties topic for a more thorough discussion of feature levels.

Condition:

If this conditional expression evaluates to TRUE, then the feature is set to the level in the Level field above.

The condition should not contain reference to the installed state of any feature or component. This is because the expressions in the condition are evaluated before the installer evaluates the installed states of features and components. Any expression in the condition that attempts to check the installed state of a feature or component always evaluates to FALSE.
