Yes.
My understanding is that problems with Windows Sound Recorder on Win7 are due in part to attempts to introduce hardware DRM solutions. There are many reported workarounds dependant on the computer involved.
Since I don't have Win7 or have to support it at work (as yet) it's not something I know much about
