    Hey nrgyzer,
It all depends on your project and the elements that are required within it. for instance, I helped build a "Interactive Property Tour"/ Realtor CD with Tigg that needed a GUI designer, in other words a program that builds a program.
The project contained the Realtors bio, contact info, mission statement, experience, affiliations, expertize and references. An area that showed an interactive map of each of the surrounding city's, each city had videos and photos, tools such as debt, home, mortgage, credit line and credit card calculators and an area that had advertisers, this area alone held twelve ever changing spots.
Each home had as many as twenty photos and ten 360* all of which needed to be changed on the fly as each new Realtor wanted to have a CD made for them. All the elements needed to be changed quickly to fit his or her information. If this is what you mean by "GUI designer" then yes it can be done (LOTS OF WORK).

Thanks.. I'll already tried it without any success :( - but I don't give up

One of my current problems is - how to dynamically change the position for a label, input, textarea...

It would be a challenge but it's definently possible. I once had the idea of recreating AMS inside AMS. :P
