There are many tools out there for creating help files. I use Help& Manual http://www.helpandmanual.com/products_hm_overview.html which is fantastic.

Agreed ... there are dozens, just do a google search for "CHM makers". But as Dermot advises, Help & Manual is by the far the best, in my opinion too.
