Can I insert either an image or HotSpot onto the application that is round. I would like to do a push pin look on a map so the user can click the push pin. However If I make it square the HotSpot will overflow into other countries.

Using pure AMS, the answer is no. HotSpots can only be rectangular. Maybe if you used a bunch of very small HotSpots you could get close enough.
If you use flash, you probably could.
