is it possible to make an app for voip calls ?

i have all proxy details for voip call and i was wondering if it is possible to an app for that ?

here r detials :

 SIP port : 5060  
 Registrar : sip.xxx.com 
 Proxy server : sip.xxx.com 
 Outbound proxy server : leave empty 
 Account name : your xxx username 
 Password : your xxx password 
 Display name/number : your xxx username or voipnumber 
 Stunserver (option) : stun.xxx.com

Yes of course it's possible - but there already lots of programs available.

Eyebeam, Bria, x-lite to name a few from counterpath but there are loads more if you look around the net.

Obviously if your asking questions about making voip software - you're gonna need to study sip protocalls etc.
