Drag-and-drop Items in ListBox

I don't remember if there have been posts here on how to move items in a ListBox object by drag-and-drop. Anyhow, here's one.

It doesn't work when the listbox object has less items than his height...For example, if you have a listbox of 300px of height and you have only 4items and you try to move the items with dragging and dropping them it won't work.

Plus it will not work in Kiosk style, if anyone can help fix this i will be very thankful.
