NTVDM issues when utilizing a Set Up Facotry .exe

The company I work for utilizes Set Up factory to load mapping images onto our employee's laptops. We are currently attempting to load a couple of these maps onto Dell D630 WinXP Pro SP2 Intel Core Duo 1 GHz DDR2 machines. We get a MS-DOS screen that flashes and the .exe doesn't launch.

After 2 days, we noticed that NTVDM.exe launches when the MS-DOS window shows up, so, after a couple of google searches discovered that NTVDM.exe is required to run 16-bit programs in the MS-DOS emulator environment. We also found out that NTVDM.exe, when launched, tries to write to a specific address in RAM and if it's not available, the OS attempts to relocate NTVDM to a different address and fails consistently on multiprocessor systems giving several different errors.

I've searched through the forums, albeit briefly, and could not locate anything regarding this problem or if it's specific to set up factory created files. Any thoughts, suggestions, or recommendations would be greatly appreciated.
