Asian languages aren't working for me

I've looked all over the forum and can't find out why this is happening. I'm using Japanese and traditional Chinese in my installers- both language modules are included with SF 7.0. When I preview the welcome screen (which is completely translated except for the product name), it shows something like this:

    %ProductName% %ProductVer%‚ΜƒCƒ“ƒXƒg[ƒ‰[‚Φ‚ζ‚€‚±‚»

    ƒCƒ“ƒXƒg[ƒ‹‘±s‘O‚Ι‘S‚Δ‚ΜWindowsƒvƒƒOƒ‰ƒ€‚πI—Ή‚·‚ιŽ–‚π‹*‚ *„§‚΅‚ά‚·B

    ‚»‚Μ‘Ό‚ΜWindowsƒvƒƒOƒ‰ƒ€‚ͺŽΐs’†‚̏ꍇA·¬έΎΩ‚πƒN ƒŠƒbƒN‚΅A‘S‚Δ‚ΜƒvƒƒOƒ‰ƒ€‚πI—ΉŒγAΔ“xƒZƒbƒgƒAƒb ƒv‚πŽΐs‚΅‚Δ‰Ί‚³‚’B

    Šω‚Ι‘S‚Δ‚ΜWindowsƒvƒƒOƒ‰ƒ€‚ͺI—ΉΟ‚݂̏ꍇAŽŸ‚Φ‚ πƒNƒŠƒbƒN‚΅‚Δ‘±s‚΅‚Δ‰Ί‚³‚’B

Which is what shows in the xml file. Is there some ASCII to Unicode conversion not going on here?

I get this problem with Japanese and Simplified Chinese. No problem with EFIGS.
