Assistance with "Load from file"

I was experimenting with "Load from File" for my license agreement.

I created a file "c:\temp\license.htm"
I then started a new project, and selected "license" and selected "load from file" and "html" - used the browse button to find the file.
saved the project.
went back to the license screen, "preview" -- but "this page cannot be displayed".
I closed suf & reopened, back to license screen -- my file selected is gone; so I re-select it; and then "preview" -- "this page cannot bge displayed".


what am I doing wrong?
