shortcut icon in the 'send to' directories

How can i create shortcut icon in the 'send to' directories on the WIN2000 or NT platform for all users?

I'm not exactly sure what do you mean by the 'send to' directory? Do you mean in the All Users Profile? If that's what you mean then try using the built in variable:
%StartMenuProgramsNT%
The user's Start menu programs directory. On Windows NT, this is from the All Users profile.

I'm not certain off the top (my NT is off right now), but isn't it in the "%windir%\sendto" location? In Windows its right there in the root of the Windows directory.
