dll for sending voice over internet ??

Hy there , anyone has an idea of how can I send voice over Internet ( voice chat ) , or anyone knows a dll for this ??

i came across a dll that does just that once. it was made for mIRC though. ill look around and see if i still have it if i do ill post it up for you guys maybe someone can port it over.
