Well here's one I tried. It's not bad, fully self contained, you don't need any other software and it's free but remember you get what you pay for.

Here's another one I am checking out that is free:
http://www.danish-shareware.dk/soft/shelpm/ It's in beta but it has received several awards (so the Website boasts). You have to download the two .zips and then combine to one directory (must be to make easy nightly-builds (or however often such happen) easier to share, until the app. goes gold. |

Shalom only creates winhelp files and not chm files. Here is another one I have used in the past. Not bad but it's not free.
