Yes. You can do it manually in Flash. Or there's at least one automated way I know of. It's in Adobe After Effects, a filter called Audio Spectrum which allows you to export visual representations of your audios frequencies to a .swf file.
I bet there's probably other tools around to help create flash files from waveforms too...

Actually, you could do something similar in AMS without the use of Flash. Using a transparent .png image, you could link the image size to the volume of the sound, putting that in a fast page timer event.

I found this link. It is shareware. I messed with it for about 15 min. It generates an array.as file that you link to your .fla to and then import your generated .wav file into your template .fla they provide for you, then play. Kinda buggy.

Well I tried Axis Spectrum Anaylzer and it is nice.

With spending a little time in SoundForge and playing with the array, I could sync it up alot better, but for just pluging it in it does not do a bad job at all. This program has so much potential.
