Would it be possible to add 'Actions \ File Operations \ FileSpec' so that I can directly retreive a files 'Date and Time' stamp in the same format that Windows specifies (MM/DD/YYYY HH:MM:SS AM/PM)?

This is not possible at the current moment. This is something that should surface in a new version in the future.
