deactivate form fields in html?

Can anyone tell me what the best way is to have specific fields in an html form deactivate conditionally based on selections made in another field?

For instance, if someone selects Paypal as their form of payment, the credit card number and expiration date fields are deactivated so users cannot input data into them.
