Uninstall -- Never remove shared

One install we have; all "shared files" are set to "never be removed" yet the unisntaller always asks if it can remove shared files.... is there a way to disable this in the uninstall?

- What type of file is it that is giving your troubles?
- Where are you installing that file to?
- Where are the files being installed from (CD-ROM tab or Archive)?
- What OS is this happening on?
- Does this happen every time the uninstall is run, or does this occur only when the usage count of that file is increased?
