.EXE that connects to website?

I need a .EXE that will connect to a website, download the .zip from the website, and then extract it to a location (just like any other installer would, just instead of it being packed into the installer, the files are downloaded from a web server). Then lastly, it have a button that will launch a page to a website.

Can Setup Factory do this or not?
