When I run the update client to do a silent check for the update I get a UAC prompt. This obviously is not "silent". Ideally, the UAC prompt would only show when a download was actually needed and the user elected to continue with the update. Any ideas?

I don't know but maybe code signing would prevent UAC popups, But Vista obviously needs the end user to alllow execution before actually installing any real files.

I got this answer from support, which solved the problem.
In Project -> Advanced you can set the UAC level. The default is 'Require Administrator' but if you set this to 'As invoker' then it will not prompt to elevate. This means that your update will not have admin rights so keep that in mind. In many cases the updater does not need to be admin since the updating can be in a patch or setup file that will elevate on its own.
There is no way to get around UAC, only ways to work with it to get your result.
