Heres the latest.
An M3U creator.
Works as long as your mp3 files are on your C: Drive.
******(Only On C:\ )*****
Not D:\, E:\ ,F:\ or any other drive.
You do not have to press Ctrl.
Your original files will remain in their original folders.
Each run you select which folder you want to place
single M3U files in for (Mp3 Players).
Drag and Drop your Mp3 files on the M3U Creator
and your M3U file is created and placed in the M3U folder you set.
Even if you have matching files in several folders the M3U will
point to the correct file.
Close from your TaskBar.
No close button.

You can now select as many Mp3 Files from a folder as you want.
Even Edit - Select All
Grab them, Drag them, Drop them.
Almost Instant M3U Files;)
Be patient if dropping a large number of files.

Keep in mind:
This works Only for files on your C:\ Drive.
I haven't got it working yet for Folder Drop.

This app worked very well unless you had a large file.
It would error out.
I corrected the problem.
You can Edit - Select all and all files will now complete.
If any one had a problem, sorry about the error.

Try it :
Start the M3U creator. Click the button.
Once configured:
Right Click on Drop Box to open the M3U folder you set up.(leave this open)
Open any MP3 folder. (Take note of how many MP3's are there.)
Edit -Select all in a MP3 folder.
(Be sure all are MP3 Files) If not press ctrl and click the ones that are not.
I don't want all of your other files to end up in your M3U folder.
Left mouse down on the remaining selected files.
Drag them to the Drop Window.
Watch each folder as the files are generated and
your original MP3 is placed back in MP3 Folder.
Even if it's 200 files, all will have M3U's generated for them in the M3U folder
and the MP3 will return to Original MP3 folder.
If there should be an error, your Mp3 file will be in the M3U folder you set up.

Next Improvement:
1. I am working on generating a Playlist based on the files you
drop at once if that's your preference.

2.Suggestion from RizlaUk
Player connected so that you can play the M3U files or Playlist
you generate.

Please post something if you try the app so I know if all is well.

Thank You,
