Broken web links

Here is a strange one:

When clicking an "Open URL" text link, the error message "The file <A HREF="http://www.whatever.com"" TARGET=_blank>http://www.whatever.com"</A> cannot be found" comes up and IE loads with a blank page. I have only seen this done 1/4 tries on Win2k with IE 5. The same CD works fine otherwise.

It is totally random. Win 9x/NT/2000 and different versions of IE. Some attempts, the URL function works properly. Other attempts, IE loads a blank page and the error window is displayed. Although the most frequent instance is on systems that have do not have Internet Connection setup, it has occurred on desktops with network connectivity.

Any word?
