Is it possible to make menu border semi transparent

I was just wondering if it is possible to create a menu with a semi transparent border, aka vista style.

Seems to me, as you can use a mask (Black and White) to make a non-rectangular project, you could use a Black/White/Black (like a chess board) pattern to make something semi-transparent. It may not be alpha channel, but to the naked eye, especially if it is at the border of the window, you could use that workaround.
