Adjusting Audio Levels in AMPS 6

I am using mp3 tracks in an autorun cd. When the cd is opened on the pc, the audio levels, even after increasing the volume setting on the pc to max., the sound level is still low. This was called to my attention by a laptop user.
So I went back to the original AMS6 program to try to adjust the playback levels. But when I use Audio.SetVolume(CHANNEL_NARRATION, 0); no matter where I set the volume no.; from 0 to 255, there seems to be little difference in the pb sound volume. How noticable is the difference supposed to be? The original tracks were produced in ProTools LE6 and levels "normalized", prior to converting to mp3 files.
Also, I have noticed a difference in the sound level between "Page Preview" and "Publish Preview." Is that normal?
