Synchronize computer's clock

Hello...
I need your help with a application
I want take time from any external LTC (Linear Time Code) output from a broadcast timecode generator and decode it via any audio input of computer. This permits to synchronize the internal computer's clock with this timecode. It's like atomic clock that synchronize clock. I found a exemple application on
