Transpancy Doesn't Work

I set a Background color of a jpg file as transparent. It works great with I do a "Preview" build on my Windows XP computer, but when I do a build then burn the project on a CD and run in on an Win98 computer the transpancies don't work.

Use a pure color for the transparent area and then let me know what happens, i.e.:

255,0,0
or
0,255,0
or
0,0,255

That should help.
