Hi. Well there's a couple different ways. You can publish to a streaming format like quicktime, real media, or .wmv from your editing software to stream individual files, i.e. they will start playing before they are fully downloaded. But "true" streaming is a whole other thing where you run a feed from a streaming server and x amount of people can tap into that stream at any one time, this is typically what you see online radio stations using for example. Hope that helps. :)

Some details would help us help you.
How many concurrent users to you plan to have?
Are you streaming to specific IP addresses?
Do you do multiple bitrate streaming?
Are you pushing or letting the user pull the stream?
would you consider using a media server, or do you Have to use a web server?

If it is a streaming format (wmv, rm, qt), it should stream instead of downloading (but there maybe some preferences set on your computer that says otherwise...).
Anyway, rm and qt would play inside a web object or you can launch an external program (real player, quicktime etc...) which wouldplay it.
