assign reading and writing privileges in XP

Hello, I need to assign reading and writing privileges for all the users to a file after the installation.
How to do in XP with SF7?

There is no buillt in feature in Setup Factory 7.0 that will accomplish this. You may be able to generate a bat file to do this but I do not know the details of how to accomplish this.
